Post-Construction Stormwater Management Ordinance

The Calumet County Post-Construction Stormwater Management Ordinance is known as Article III of Chapter 10 of the Calumet County Code of Ordinances (PDF). The general purpose of this ordinance is to establish long-term, post-construction runoff management requirements that will diminish the threats to public health, safety, welfare, and the environment. Projects that require an Erosion Control Permit will most likely require a Stormwater Management Permit. For assistance with the ordinance and permitting process, please contact Brent Jalonen.

Annual Report

As part of the permit, the county is required to submit an annual report to the Department of Natural Resources (DNR) on progress toward meeting permit requirements and development of the program. The public and county board must have an opportunity to review and comment on the report before it is submitted to the DNR.

Applying for Permits

Application and supporting documents for a Stormwater Management Permit are the same as the Erosion Control Permit and are available on the Erosion Control page. One application will be sufficient to apply for both permits.

Federal and State regulations require Calumet County to hold a Municipal Separate Storm Sewer System (MS4) permit from the Department of Natural Resources. This permit requires we implement a comprehensive program to manage soil erosion from construction sites and polluted runoff from development sites and county roads. The County has coverage under the permit, reissued in 2019 and staff members from multiple departments are working on activities to meet permit requirements. The program includes public education and involvement, administration of County ordinances, investigation of polluted discharges, and reduction of polluted runoff from County roads and right-of-ways.
